Notice of Annual Meeting
The 28th annual meeting of the members of Northern Plains Electric Cooperative (NPEC) will be held Tuesday, June 11, 2024, at the North Star gymnasium in Cando. All members are invited to join us for a complimentary meal starting at 5 p.m. followed by the business meeting beginning at 6 p.m., for the following purposes:
- To pass upon reports covering the previous fiscal year, including acting upon reports of directors.
- To elect three board of directors. NPEC held an open call for three open seats on the board of directors as the current seat holder’s terms were coming to an end. The cooperative received four qualified petitions by the following candidates. NPEC bylaws state that if petitions have been properly received for each district there will be no nominations from the floor.

How to vote Members may vote in person at the annual meeting on Tuesday, June 11 at 6 p.m., or by mail. Ballots will be mailed to the membership end of May. Voting instructions are included.
Meet the candidates for Board of Directors
Northern Plains Electric Cooperative (NPEC) held an open call for three open seats on the board of directors as the current seat holder’s terms were coming to an end. The cooperative received four petitions by the following candidates.
District 1
District 1 - Incumbent
Tracy Boe
Unopposed
Incumbent Tracy Boe was first elected to the NPEC board of directors in 2003 and is the cooperatives’ board president. Tracy lives near Mylo with his wife, Sandy where they farm. As a candidate, Tracy said he would like “to continue to guide the co-op into the future.”
District 2
District 2 - Incumbent
Randy Simon
Unopposed
Incumbent Randy Simon was first elected to the NPEC board of directors in 2000 and holds the office of secretary/treasurer. Randy lives and farms near Oberon where he and his wife, Charlotte, raised three adult children and now enjoy six grandchildren. Randy serves as a director on the North Dakota Association of Rural Electric Cooperatives, Maddock EDC and previously for Cendak Cooperative. In response to why Randy is running for the NPEC board, he said “I have enjoyed my years of service on the board, in that time I have tried to keep NPEC as strong as possible and keep rates as low as possible. If reelected, I will strive to do my best to continue this effort.”

Judy Geier
Incumbent Judy Geier of Heaton has been a member of the board of directors for NPEC since 2018. The lifelong member of NPEC is a retired farmwife and retired registered nurse. She and her late husband, Douglas, have two adult children and five grandchildren. Judy has served on her township board as well as her local PTA board. In response to why Judy is running for NPEC’s board, she said “my priority is to serve the members and provide them with safe, affordable and reliable electric service. My commitment to the members is keeping rates as low as prudently possible.”

Jim Harmon
Candidate Jim Harmon has been a NPEC member for over 41 years. He and his wife, Maria, live and farm near Carrington. Jim has previously served on the North Dakota Farm Bureau board and the Nodak Insurance board. He currently serves as a chairman on his township board and the Community Credit Union board. Jim said he is interested in running for director of NPEC to contribute his input and gain information. He also joked, “and I think my wife would like me off the farm more often.” Together they have three adult children.
